The City is governed by five city council members who are elected at large to four-year terms. Elections are held every two years (in odd numbered years) to fill alternately two and three seats. The City Council then elects one member to serve as the Mayor for a one-year term and another as the Mayor Pro Tem. City Council meetings are held on the first and third Tuesdays of the month at 7:30 PM in the Council Chambers at City Hall, 125 E. The City Council hires a City Manager to oversee the day-to-day operations of the City and carry out the policies set by the City Council. Learn more about Covina's City Manager.
The City also has a number of Boards, Committees and Commissions that have members who are appointed by the City Council Members, allowing for additional input from the residents of Covina. These advisory groups include the following: Cultural Arts Advisory Commission, Housing and Community Development Advisory Committee, Library Board, and Planning Commission. The City Clerk's department provides service to the public by dispersing official documents and information relative to the operation of City government in a prompt, courteous, unbiased and responsible manner. We are aware on a daily basis that our office serves as the citizens' first level liaison to their City government. The City Clerk is apolitical and impartial. Further, we value team effort and strive to fulfill requests for support through effective and efficient records management.

About the Finance Department |
|
|
|
The Finance Department is responsible for the administration of the City’s fiscal condition, services, and resources. Major service systems include financial reporting, budgeting, accounting, cashiering, business licensing and utility billing. In addition the department provides staff support to the City Treasurer through specified department employees deputized to act on behalf of the Treasurer. The significant department tasks are as follows: preparing annual and periodic financial reports and analysis; preparation of the annual budget; controlling expenditures for budgetary accounts; investing idle funds; receipting and disbursing funds; maintaining internal control over financial transactions and resources; issuing business licenses and parking permits; acting as trustee for the special assessment bond transactions; and providing centralized accounts receivable processing and control. The department coordinates and controls the City’s decentralized purchasing functions. The department also provides the above-mentioned services to the Covina Redevelopment Agency.
